Road contractors in India have misused the option of joint ventures as many such partnerships for executing large and medium-sized projects are formed only with the purpose of allowing the minority partner qualify for the bid, a World Bank study says.

The World Bank study titled "India's Road Construction Industry: Capacity Issues, Constraints and Recommendations" has said that the spirit of JV has been flouted in many cases.
