The $4.9 million sale of an Allegheny County Health Department building has become as much a light switch as it is lightning rod: It's on; it's off; it's on; and it's off again.

County Executive Dan Onorato vetoed the sale on Friday, amid claims from Council President Rich Fitzgerald that council was "duped." Council approved the sale Wednesday with an amendment from Councilman Charles McCullough that Onorato now claims violates the county charter.
